Local Government Operations GHG Protocol
In 2008, a consortium of environmental organizations collaborated to develop the Local Government Operations (LGO) Protocol, a program-neutral greenhouse gas (GHG) protocol that is designed to allow local governments to quantify and report GHG emissions resulting from their operations. Contributors to the Protocol included the California Climate Action Registry (CCAR), the California Air Resources Board (CARB), ICLEI Local Governments for Sustainability (ICLEI), and The Climate Registry (The Registry). The main body of the text of the LGO Protocol (Parts 1 - 4) is "program-neutral" and contains general guidance. Each participating program has developed supplemental guidance with additional details in its own program-specific appendix.
Using This Protocol
Beginning in 2011, if you are a Registry Member and a general purpose local government at the city or county level, you must calculate and report your GHG emissions according to the LGO Protocol’s program-neutral guidance and the requirements in Appendix D.
