The Institute on Municipal Finance and Governance at the Munk Centre for International Studies at the University of Toronto looks at municipal finance and governance issues of Canada’s large cities and city-regions. This site is chock-full of presentations, articles and papers relating to municipal finance. 

For example, check out The Impact of Municipal Finance and Governance on Urban Sprawl. This paper looks at how municipalities may unwittingly encourage urban sprawl through the use of financial tools such as development charges, property taxes and user fees. Governance is also considered by the paper and the author, Enid Slack, argues that some form of regional governance is necessary since the issues of urban sprawl and compact development are "area-wide issues" requiring regional coordination.
